DESCRIPTION
A War of Whispers is a competitive board game for 2 to 4 players.
Five powerful empires are at war for the world: you embody a secret society that bet on the results of this war while pulling the strings to fake the results and ensure that bets are paid.
Your goal is to make sure that at the end of the game, the empires to which you are most faithful control the most cities on the map. You will influence the actions of these empires by placing spies in their management councils, which will give you control over certain functions of this empire.
