January 1961, Sud-Vietnam: a month earlier, in the province of Tay Ninh, gangs of communist executives, peasants uprisings and other armed groups formed the unified insurrection of the "National Liberation Front" against the regime de Saigon, an insurrection now better known as Viet Cong. After the adoption of resolution 15 in North Vietnam, the aid flows south, although the amount of aid is strongly debated between the moderates and the Politburo activists in Hanoi.

The opponent of the National Liberation Front, the South Vietnamese government of President Ngo Dinh Diem, intensely hunts the communist executives and all the enemies of the regime. In November of the previous year, Diem has only barely thwarted a coup by its own airborne units and is now faced with growing violence in the countryside. A new American president, John F. Kennedy, takes office in the face of a number of crises in the Cold War. There are currently 600 US staff in South Vietnam, and the force test is about to start.

Drawing on the legendary Fire in the Lake of Mark Herman and Volko Runke, the Sovereign of Discord extension offers a prequel to the events described in the basic game, covering the years 1961-1963. The extension allows players to see how the war has intensified an insurrection between ARVN and Viet Cong, assisted by the United States and North Vietnam, with possible conventional interventions in North Vietnam and the United States At the start of the basic game. New scenarios allow players to extend the game to 1961 just after the formation of the Viet Cong, or to 1963 during the tumultuous last year of the DIEM diet. Players with the two extensions, Sovereign of Discord and Fall of Saigon, will be able to live the Indochina war from 1961 to 1975. This allows players to see how the war has evolved from the low intensity insurrection of the DIEM period Until the massive conventional offensives of the last years of the war. A note on the title "Sovereign of discord":

The title of this prequel extension comes from the chapter on diem in Fire in the Lake by Francis Fitzgerald. Although it is a classic book on the Vietnam War, there has been a new wave of scholarship in the past two decades which has added significant nuances to the period covered by expansion. This new scholarship, based on sources in Vietnamese language, gives a much better perspective of the Vietnamese factions (see the BGG expansion page for recommended readings). One of the objectives of the extension is to synthesize this new erudition for the player, given the lack of attention prior to this previous period of war in war games and older stories.
